Based on an updated MSP Long Term Comprehensive Plan, approved in July 2010, in September 2010 airport staff began preparing an Environmental Assessment (EA) covering anticipated development needs at the Minneapolis-St. Paul International Airport through the year 2020. The resulting document is referred to as the MSP 2020 Improvements EA/EAW.
The EA/EAW process is in compliance with both the National Environmental Policy Act (NEPA) and the Minnesota Environmental Policy Act and is guided by the Federal Aviation Administration’s (FAA) policies and procedures for considering environmental impacts: FAA Order 5050.4B, “National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions” and FAA Order 1050.1E, “Environmental Impacts, Policies and Procedures.”
The Metropolitan Airports Commission (MAC) evaluated the Minneapolis-St. Paul International Airport (MSP) 2020 Improvements Environmental Assessment/Environmental Assessment Worksheet that includes various improvements at MSP to insure the level of service is acceptable throughout MSP’s facilities under both existing and 2020 future conditions.
On April 15, 2013, the MAC determined that the MSP 2020 Improvements project Final Environmental Assessment/Environmental Assessment Worksheet (EA/EAW) is adequate under the Minnesota Environmental Policy Act (MEPA), that the proposed MSP 2020 Improvements project does not have the potential for significant environmental effects, and that preparation of an Environmental Impact Statement (EIS) for the proposed MSP 2020 Improvements project is not required. Accordingly, the MAC is issuing a negative declaration on the need for an EIS under MEPA.
