Finance and Administrative Services Division

The Finance and Administrative Services Division oversees and manages the Finance, Purchasing, Information Systems, Insurance, Internal Auditing and Data Resources Management departments. It also operates the MAC mail room. Susan Warner-Dooley is deputy executive director of Finance and Administrative Services.

  • Finance
    Three of the primary responsibilities of Finance are securing funds for the Capital Improvement Program, overseeing the operating budget and managing funds. Additional responsibilities include managing payroll, invoices, accounts receivable and MAC investments.

  • Purchasing Department
    The Purchasing Department oversees purchasing, renting, leasing, selling and disposal of materials, equipment and supplies. It also coordinates minor construction, repair and maintenance of real or personal property.

  • Information Services
    The IS Department administers the MAC's computer and telecommunications systems. The department maintains and develops Internet, Intranet and Extranet connections, selects and implements hardware, software and network improvements and provides technical support.  The department also administers phone, radio and pager and other technology-based communication activities.

  • Risk / Insurance / Safety Department
    The department administers risk and insurance programs for the MAC. This includes risk identification, evaluation, measurement, preventive strategies, claims administration, purchase of coverage and evaluation of financial alternatives. Employee insurance benefit programs, workers compensation, liability, property and safety are all under the purview of this department. Support staff includes safety, insurance investigators, contract attorneys and third party administrators.

  • Data Resources Department
    The Data Resources Department maintains statistics used in MAC planning, customer service and quality control efforts.

  • Internal Audits
    The Internal Audits Department verifies the accuracy of financial transactions between airport tenants and the MAC. The department also identifies opportunities for improving MAC administrative processes.

Planning and Environment

This area supervises property acquisition, planning, design, engineering and architecture, and construction of all commission facilities, as well as all commission-related environmental issues including noise, air quality and water quality. Relationships with other local, state and federal agencies are part of the overall responsibilities. Denny Probst is the deputy executive director of Planning and Environment.
  • Airport Development
    Airport Development is made up of two departments, Airside and Landside Development, working together to implement the commission's Capital Improvement Program for MSP and the reliever airports. Examples include planning, managing and construction of the new North/South Runway (17/35), all taxiways and runways, and building and terminal improvements.

  • Environment
    The Environment Department coordinates noise mitigation efforts. It also works to protect groundwater and surface water quality.

Operations

The MAC Operations Division oversees the Airport Director's Office, Public Safety and the Reliever Airports. It also includes airport facilities maintenance and specialized trades functions. Tim Anderson is the deputy executive director of Operations.

  • Airport Director's Office
    The Airport Director's Office oversees the operational and maintenance functions for MSP. Top-notch customer service is the primary goal of this department, responsible for issuing terminal use permits, acting as landlord for Wold-Chamberlain Field, and managing facility operations. The Airport Director's Office also has oversight over the MSP Airport Conference Center and the Call Center, which answers the airport's general information line and courtesy telephones.

  • Airside Operations
    The Airside Operations Department is responsible for ensuring that the airfield at MSP is operating in a safe and efficient manner. This is accomplished through constant monitoring and oversight of airfield infrastructure and activities. The Airside Operations Department works closely with the Federal Aviation Administration (FAA) to ensure that MAC is in compliance with rules and regulations that pertain to MSP's operating certificate. The department provides input into the planning process for new airfield infrastructure, and associated operational procedures. Airside Operations is responsible for managing wildlife control, airfield driver training and testing, snow and ice control coordination, safety during construction, and the Airport Emergency Plan. Airside Operations works closely with the MSP Air Traffic Control Tower and Airline Operations, as well as the MAC Field Maintenance, Trades and Public Safety departments to coordinate daily airfield activities.

  • Facilities
    The Facilities Management department is responsible for the operation, maintenance, and cleaning of the terminal facilities and all of the MAC campus buildings. Facilities Management has oversight responsibility for the Energy Management Center as well as the Trades work groups (Carpenters, Electricians, Painters, and Plumbers).

  • Fire
    The MAC Fire Department responds to emergencies of many types, from fire to medical to hazardous material calls. MAC Fire crews are certified as emergency medical technicians. MAC's was among the first fire departments in the state to integrate automated external field defibrillators to treat cardiac arrest.

  • Field Maintenance
    Field Maintenance is responsible for maintaining aircraft movement area surfaces, aircraft parking areas (exclusive of tenant leased areas), roadways, turf areas, landscaping, parking facilities and for responding to tenant requests. Field Maintenance is world-renown for snow removal, but has year-round responsibilities including but not limited to pavement maintenance, repair of perimeter security fencing and airfield access gates, and maintenance of traffic control signage. The department services, repairs and maintains MAC's fleet of over 500 vehicles. Should a required item not be available on the open market, department personnel often design and fabricate the needed item in-house.

  • Landside Operations
    The MAC's Landside Operations Department oversees all of MSP's ground transportation roadways. In addition to the roadways, Landside Operations is responsible for the daily operation of the thousands of commercial vehicles that utilize MSP in transporting MSP patrons to and from their destinations. Landside Operations also provides personnel to administer the efficient operation of the taxi line and the staffing of several information booths both at Lindbergh and Humphrey terminals.

  • Police
    The MAC's Airport Police Department consists of Patrol, Investigations, Narcotics, Security, Training and Administration divisions. The department includes commanders, officers, investigators, administrative support staff and community service officers (CSOs). The goal of the department is to provide community service and to protect tenants and travelers at MSP.

  • Reliever Airports
    The MAC reliever airports system provides service to more than half the registered aircraft in Minnesota. The purpose of the reliever system is to relieve air traffic congestion at MSP while providing an outlet for flight training, military operations, corporate and recreational flying. The Reliever Airports Department manages six airports: Airlake, Anoka County-Blaine, Crystal, Flying Cloud, Lake Elmo and St. Paul Downtown-Holman Field.

Human Resources

This department manages employee services and relations, human resources development and diversity efforts. Among the areas addressed are organizational policies, staff development, compliance with the federal disadvantaged business enterprise program and affirmative action. Jan Nielsen is the deputy executive director of Human Resources.

  • Diversity
    The MAC's Diversity Department helps ensure women and minorities are adequately represented within the MAC and in business transactions with external entities.

  • Employee Relations
    The Employee Relations Department oversees MAC's hiring process and other employee transactions.

  • Human Resources Development
    This department coordinates staff training efforts, organizational development and MAC's strategic planning process.

Legal Affairs

The MAC's legal staff negotiates leases, provides legal advice and representation to the commission, prepares and manages legal documents and works with outside counsel on MAC issues. Thomas Anderson is general counsel for the MAC.

Labor Relations

This division negotiates and administers labor agreements on behalf of the MAC. James Laurent is the manager of Labor Relations.

Governmental Affairs

This division works with lawmakers and local, state and federal agency representatives on airport and aviation-related policy issues. Mitch Kilian is the Governmental Affairs director.

Business Development Division

Develops diversified revenue sources for the Metropolitan Airports Commission and its system of airports, manages commercial properties, and attracts and maintains concessions and air service.  Oversees leases and agreements with airlines, food and retail vendors, and other tenants of MAC airports. This department also manages on-airport advertising, wireless Internet services and other revenue-generating activities. In addition, department staff encourage airlines to offer new or expanded air service at Minneapolis-St. Paul International Airport.

Public Affairs

The MAC's Public Affairs Department coordinates and administers internal and external communication efforts. Department staff provides information to the public through the MAC's web site (www.mspairport.com), publications, community outreach activities, and communications with news media. The department also oversees the MAC's internal communication efforts. Patrick Hogan directs public affairs activities for the MAC and its airports.
